Wheel fitment

Would a 17x7 wheel with a +38 offset fit an 88 cougar?

To each there own but why such a skinny wheel? Not positive but I would think they would fit, mine are 17x9's with 20mm in front

Well it's a few things I like the look of steel wheels the wheels I'm looking at are cheap and I need tires for the car to pass inspection the roh zr6 16x8 that are on it don't quite fit right and I'm broke it looks like from the calculators online that I will need a small spacer

As an added question what the lowest offset you can run without sticking out too far or getting fender scrub?  I have been eyeing some +12 offset rims
