How are the brakes? Is the pedal very hard to push while the engine is running? Or does it seem to have some vacuum assist? I believe the heater components need a certain amount of vacuum, measured by "In Hg" If I recall correctly, but not sure what the number required is. A healthy motor should pull at least 15 In Hg of vacuum at idle, or more. Do you have a vacuum gauge?

I'm having the same problem with my new 88 I just got, and the cruise doesn't work on it. The hissing noise stops when I take it out of park...

Ok guys I got the heat working now but the air noise is still there. I am sorry it takes me awhile to get back to you all but I am trying to get the money to get the things I find the car needs so I can fix them before I say the problem has been repaired. So the vacum moduel under the dash for the heat was not working. I went to the dealer and got into a heated discussion with them over the throttle body base gasket. They tried to tell me there was never a 5.0 in the 1983 bird. So I ran the numbers and took the printout from the Ford Motor Manufacture with all the specs and showed them they have no idea what they are talking about. So I have decided not to talk to them about the noise I hear comming from under the dash. It is like a loud hissing noise that just quiets down when put into gear but does not go compleatly away. I have had many many cars over the years and have never had one do this.
Do you guys have any more suggestions or do like my dad use to tell me whne something was not right, "Just turn up the radio"? LOL

Like they said, pull some vaccumm lines one at a time and plug them. That will let you know which hose is making the noise. Check out this diagram
