Title: power steering lines/hoses question

Should the two lines be loose, ie able move around?  The connections are tight and no leaks.  It looks like where the lines connect to the rack that there's some built in movement.  Is that right?

all of mine where moveable. so i would use a ziptie because it bug me that they could move.
